Terminator plate was a bit more bespoke than power armour, even at its height of production, so I imagine it can be adapted to the Primaris anyway. GW don’t want to cover all the bases with Primaris units immediately as there’d be an uproar, hence why each Primaris unit is designed to sit between a regular Astartes classification currently.

In lore I think terminators are about a foot taller than Primaris, and Primaris are about a foot taller than the average firstborn Marine. (Don’t quote me on that though) On the tabletop however, Firstborn and Terminators look like comically sized little dwarves compared to actual human sized Primaris. It’s weird. The terminator armour is held in such high regard because of its limited numbers and not being able to manufacture anymore units, while gravis armour is the primaris equivalent is still being built and doesn't have the same history invested in each suit.
